We've talked about having a way of exporting a build.xml from the plugin, but that has not been implemented. In the meantime you could start with a build.xml file generated by http://code.google.com/webtoolkit/doc/1.6/RefCommandLineTools.html#webAppCreator, then tweak it to add App Engine.
