Problem solved!
Tomcat was overriding catalina.policy upon restart which erased the needed
grant codeBase "file:${catalina.home}/webapps/-" {
permission java.security.AllPermission;
};
This must be added under policy.d/yourPolicy at leat under Ubuntu in order
to work properly.
