Just to clarify. I've downloaded wrong Java archive in the first place, i.e. eclipse-java-galileo-SR1-win32.zip When I downloaded eclipse-jee-galileo-SR1-win32.zip everything works as expected, because Web Tools Platform is included.
The instructions at http://code.google.com/appengine/docs/java/tools/eclipse.html#Getting_Eclipse are a little bit misleading in this regard. They mention that WTP is recommended. In fact WTP is required and is already included in Java EE download.
