I know the Eclipse update system is capable of holding past versions (and hiding them by default) although it doesn't seem like that's what's being done in this case. There may be good reasons for that that i'm not aware of (e.g. the cross-compatibility of different versions of the GWT SDK and the Google Plugin that could make the user experience more painful if you chose to go that route), but ideally I'd like to be able to get the plugin (new or old) with at least the latest 1.X and 2.X SDKs for quite a while yet -- not everyone's going to want to upgrade right away.
