I am having exactly the same problem with 2.0. Yes I am in standards IE8 standards mode and the problem is fixed by changing to IE7 standards mode with the tag
<meta http-equiv="X-UA-Compatible" content="IE=7"/> However, I have tested a simple DockLayoutPanel including a map (which I thought could be the problem) and it all seems to work fine in IE8 standards mode - so there must be some other factor in my code that prevents the DockLayoutPanel from displaying.
