Keith, I figured out the problem. It turns out that the problem can be reproduced when the Apache Tomcat 5.5.27 libraries are in the classpath. They were inadvertently in the classpath as a runtime dependency -- injected by WTP. When I pulled them OUT, it works fine.
That was a pain to figure out.
