I believe so, but I don't know how to tell for sure. I can tell you that the "Development Mode" tab in Eclipse gets focus, and provides me the following URL:
http://127.0.0.1:8888/index.html?gwt.codesvr=127.0.0.1:9997 When I put that URL in the browser the app runs. But no stopping from within Eclipse!
