Now that I understand what's happening a little more, I've realized this bug has already been reported here:

I'd really appreciate knowing how to fix this. In the mean-time, I'm simply not testing anything that requires PUTs in GwtTestCase. I can test my services with HTTPUnit directly, and I've mocked up services for testing the client side. The only thing left untested is my "PersistenceManger".
