Maybe after browser resize previously set popup position is out of
window. You could create custom PopupPanel, which on window resize
events re-positions itself in center again.
inside custom PopupPanel:
Window.addResizeHandler(new ResizeHandler() {
public void onResize(ResizeEvent event) {
center();
}
});
