This way works for me in development mode: 
"http://127.0.0.1:8888/supportStuff/3c.jpg";.
Apparently the url must be in this kind of format.

o "supportStuff" is a war subdirectory
o deployment not tested, 
perhaps: "http://eswcabs.appspot.com/supportStuff/3c.jpg";
