Is the gwt.codesvr fragment in your URL? Do you see output in the DevMode console log? (Read: are you sure you're running devmode?)
Assuming you are running DevMode correctly, the most obvious cause of this behavior would be having multiple instances of a file in your workspace and trying to set the breakpoint on the wrong instance.
