The documentation page that you mentioned has "-noserver" under "Development Mode Options". If you want to debug your project using a Websphere server as backend, you probably don't want to run the compiler but the Development Mode anyway? "-startupUrl" is also a Development mode option. I think you need to use com.google.gwt.dev.HostedMode instead of com.google.gwt.dev.Compiler.
