Did you consider trying the obvious google searches?

- The Android emulator is painfully slow.  But it will give you a
general sense of whether your application more or less works.  For
realistic testing, you need an actual Android device.

- There are allegedly iOS emulators for Windows; I have no idea if
they work at all.  The only official iOS simulator is Apple's, based
on Xcode, and (unsurprisingly) it's Mac-only.  My main development
platform is a MacBook Pro; I use both emulators regularly.  I use the
iOS emulator daily -- performance is excellent.  I use the Android
emulator when I must; the horrific performance uses up my patience
very quickly.
