I have seen something similar and posted an issue here: http://code.google.com/p/google-web-toolkit/issues/detail?id=5740 The conclusion was that it is a packaging bug in OpenSUSE. What operating system are You using? Maybe it is related so please take a look at the issue and tell us if it behaves similarly. I reported the issue to the OpenSUSE bugzilla but haven't heard from them since. The issue remains unresolved.
