If you have JSNI (and your JSOs probably have a lot), you have to use a GWTTestCase.
But defining a <servlet> in your gwt.xml should work (GWT's own unit tests makes use of it: GWT-RPC, FormPanel, RequestFactory and RequestBuilder).
