GWT 2.3 will come with a HeaderPanel for this exact purpose: http://code.google.com/p/google-web-toolkit/source/browse/trunk/user/src/com/google/gwt/user/client/ui/HeaderPanel.java It's already in the 2.3 M1 if you want to test it.
