You could create a separate web-based help system and then display the contents 
in a frame. Then it's a matter of choosing your favourite web-based help system.

Personally, I use http://www.helpandmanual.com and really like it. You can see 
their own help at
http://help.ec-software.com/ but you could use anything. Unless you *want* to 
write your own...
