That memo was written quite some time ago (in Internet time), and a leaked memo like that should not be considered to be Gospel or a roadmap.
Dart and GWT each have their own goals and will both co-exist for a very long time. I am not aware of any current plan for Dart to replace GWT. As manager of the GWT team, I can certainly say that we are not continuing to support and develop GWT as a backup to Dart. Our goal is to continue to make GWT the very best choice for structured Web development. Period.
