I don't think so. Maybe its possible with a custom linker. But I wouldn't 
recommend it. You need some random aspect in the file name because when you 
release a new version of your webapp the browser has to download the new 
randomName.cache.html. If "randomName" isn't random be some mean between 
app versions then the browser would use the outdated cached version.
