Honestly I have never used GWT designer. Eclipse + Google Plugin provides pretty good auto completion in UiBinder xml files. Just make sure you open the UiBinder xml with the "UiBinder Template Editor" (right click -> open with) that comes with the Google Plugin.
Sure this does not solve your problem with GWT designer but a missing GWT designer does not prevent you from working with UiBinder efficiently. Also if your problem is "Can't create SWT browser" it sounds more like that SWT does not work correctly in your Eclipse for some reason.
