I was using Brandon's workaround, but I didn't disable auto-updates. So when I opened up my Chrome21 to find it was now version 22, I started to look for alternatives as I didn't want to turn off auto updates for my "main" version of Chrome.
What I have found is a browser called "SRWare Iron (http://www.srware.net/en/software_srware_iron.php)" that is based on Chrome v.21. The GWT DevMode Plugin works just like it does in standard Chrome. Additionally, from what I can tell, there isn't an auto update feature.
