What is your configuration? Are you using the GPE? Is GWT installed via the GPE or separately? Under Window->Preferences->Google->Web Toolkit, is your SDK listed and is the location correct?
Can you find WebAppCreator in your GWT SDK directory? Mine is here: eclipse\plugins\com.google.gwt.eclipse.sdkbundle_2.5.1\gwt-2.5.1 Have you tried the WebAppCreator.cmd found in there?
