I managed to install developer plugin in Firefox and IE and it's working. Not so in Chrome. I'm using Windows 7 (64Bit) and my Chrome version is 31.0.1650.63.
When I navigate from "Plugin required" page to Webstore, it tells me that it is installed (green button top right). In fact I've done that many times. I cannot find anything in console. Found some posts where they recommend installing plain .crx file but haven't found a way to download it.
