A GWT library is really just a Java library with the requirement that 
projects depending on that GWT library must somehow also have access to the 
libraries sources and gwt.xml files as the GWT compiler needs them.

To be able to write GWT code inside any project you must add a dependency 
to gwt-user.jar first. Then you must make sure that your library also 
publishes its source + gwt.xml files. If your library is only useable by 
GWT projects then I think it is fine to just include source + gwt.xml files 
in your jar file. To do so you use the <resources> tag in your pom.xml.
