Can you confirm you are using 2.7.1, do you mean 2.7.0?

Do you possibly include a module that overrides how the user agent 
permutation is calculated from the user agent string?

For ie11 when I add the meta tag you've added I do not get any issues.

Off the top of my head I would create my own copy of the 
UserAgentPropertyGenerator class and add a few window alerts to see why 
gecko is being selected and not ie10.

Create the same package and 
class com.google.gwt.useragent.rebind.UserAgentPropertyGenerator in your 
GWT project

Add a few window.alerts to writeUserAgentPropertyJavaScript

I suggest you print out the user agent string being used.

That should give you all the info you need to sort the issue.
