I can confirm that <DateTime> tags are being returned for Problems.
Is it possible your conditions haven't specified a start/end date,
either
in the UI or via notices containing CCR?

For conditions that have a start date (and therefore a <DateTime/>
element),
I don't see <Type /> or <HealthStatus/> tags.  For those that DO NOT
have
a date, I see the same output as your second example.
