I'll partly answer my own question here:

If you're planning to use domains other than localhost for testing
with H9. You still need to register with h9 at
http://services.google.com/events/googhealthdevelopers

    Any requests from a remote host redirecting to a local host are
blocked by Opera, (even other browsers i tested like firefox v3.) for
security purposes. Thus i still do not know how ppl work with
localhost as the next url in h9, since it gets blocked.
   A point to note here is that if the user himself clicks on a link
on a remote webpage that directly points to a local resource , then
that would be allowed. So i need to find out how people circumvent
this restriction.
