Google Health is not a covered entity under HIPAA, because as I understand it to be regulated under HIPAA it has to be a third-party or a provider who is managing the information. In the case of Google Health, the patient is the one who controls access, so there is no need for HIPAA to regulate privacy or security.
With that said, I imagine this was carefully decided by Google's lawyers and is discussed in the Google Health documentation.
