"My company interest to build a kind of PHR which provide the DICOM image viewer over internet" The service I use for doing that is MedCommons http://www.medcommons.net/integrators/platform.html My guess is that you can point to a DICOM file, but like a You Tube video, they will not copy it to some Google Health record.
