It is available with ClientLogin only. Please see Paul's comment as follows.

The profile list feed can only be accessed if you're passing a ClientLogin
token in the request, and therefore it can't be used with AuthSub or OAuth.
The feed was designed to allow a user authenticated with ClientLogin to
choose which profile they want to access, and not necessarily as a way to
retrieve user information.
