I ran into the same problem. You don't need to install anything to fix
this. Find and open the program  "Authorizations".  Go to "Change user
configuration" click "Grant" and select your user as the
"Beneficiary".

Now go and run "Users and Groups" and make your changes.

the gOS guys need to fix this, not many people are going to figure
this out.  It only happens with gksu on this program (so far).
