There has never been any talk about that, I think it is highly unlikely. Google at one time -did- have an "official Google Linux distro", but it was only for internal use.
There have been rumors for ever about Google bringing about their own OS, but nothing concrete has ever been shown. Rest assured that Google, if it thinks that having their own OS, like having their own browser is a good idea, they will create their own, from scratch, like they did with their browser.
