To run the installer you need just a little bit more RAM than just booting the Live_CD, so if you have a very marginal amount of RAM, that might be the problem.
More probable is that its just the CD you have burned that is marginally, after the language choice you should get fairly immediately (within sea second or so) a choice for the time zone where you are located, its seems you don't get that, which seems to indicate there is a problem with reading the CD, and not much else. Try burning the CD at the lowest possible speed, make sure the CD is clean, if you still keep problems try a different CD player if you can.
