It seems to be implemented as a "BIOS extension", so I guess it is implemented in (flash) ROM, which makes sense, as the total system is very compact. It boots in about 13 seconds, that is BOOT !, not restore from sleepmode, and while running it will boot your main OS (Windows Linux, OSX) in the background, so it you can switch to it, (and back) when it has completely booted, but in the meantime you can check your e-mail and things like that. An icon in the clouds dock will show that your main OS is ready for use. Also, if I am not totally mistaken cloud is NOT based on Google Chrome like everybody seems to believe, but is actually based on a heavily modified version of Firefox. It does resemble Chrome though.
I am not sure if it will become available as a download, but it might be, it will then boot slightly slower than a "BIOS ROM" version, (loading/running from hard-disk rather than from flash ROM), so it will use a bit of disk-space, and maybe a bit more RAM but I see no technical reason why it can't be installed on -any- system.
