No in general terms it isn't true! The most obvious reason is that you do not know that you need to see the BIOS option to enable a boot attempt from CD, otherwise your BIOS will simply skip any attempt to boot from CD.
Another reason might be that you did not burn the CD correctly (jou just burned the .ISO file or it contents to a CD, instead of using a "burn as image" option of your burn software, you you have a corrupted (incomplete) download, resulting in a .ISO file that is too small.
