Just a guess, but perhaps you have an external storage device that has a "thrash folder" on it with no write permission.
Try shutting down gOS, removing all external storage devices, then booting again. If the trash now empties then that was the problem. I found a similar answer in the ubuntu forums here: http://ubuntuforums.org/showthread.php?t=997383&highlight=delete+trash+password you can search the ubuntu fora yourself with the search key I used "delete trash password" Just for the uninitiated who now may think you need a password to empty the trash-can on gOS, be assured you normally don't need to!
