Any version of Linux can be used to "download" anything, this is a non-
question.

Normally you sue Synaptic to install anything (or alternatively you
download a .deb package, and open it with the installer) . This is
also true for virtualbox.

then IMHO you would be better off using wine-doors to install IE6
under Wine. You can then run IE6 as if it was a native application.
But note that there are (much)  better Linux applications for editing
web sites than the primitive inbuilt editor of IE. for example
bluefish.
