See Gavin Sharp's answer below. The behavior for downloads is a bit
different than that of regular URLs: if a number of conditions are true
(most important of which: binary executable, not having a whitelisted
signature, not blacklisted) then the URL of the download gets sent.

An "unknown" regular URL will not get sent, but an "unknown" binary
executable will get sent.
