I believe this is one of the many areas of Mozilla where the governance
has not been formalized.

I am the owner of the Bugzilla component, maintain the canonical list of
groups[0], and take responsibility for helping people create new
appropriate groups, keeping the hierarchy sane, and so on. I also chase
up un-done admin tasks, and have been trying to drive improvements in
the infrastructure. This has been true at least since the Great
Newsgroup Renaming in 2005/2006:

The person on the IT side who implements group creation/deletion
requests has changed several times during the time I've been doing this.
Also, IT has a work queue, so it's not always the same person. But I
know that Edward Lim maintains our mailman instance, and Ashish
Vijayaram has been doing much of the admin recently.
