Since the preference is profile specific and not installation specific you shouldn't have had to change the preference when you reinstalled if it were already set to not update. Keep in mind if you are using multiple profiles that each profile will need to have the preference set and reinstall the older version of Firefox. If that older version updates to the latest then please file a bug and I'll track down what is going on with your install (I have an install set not to update and it hasn't updated to the latest).
