My impression is that the "platform" which he's describing is exactly what XUL, and the underlying XULRunner, was supposed to be. Back when the first XUL-based versions of Firefox (or was it still the Mozilla Suite at that point?) were being announced, I remember reading descriptions of XUL as a platform on which people could build any application they wanted to, and thinking that that was an ambitious idea and that I'd be interested to see how it panned out. I don't know if many other applications were ever built on top of XUL, however; the only XUL-based "standalone" applications I know of are Firefox itself, Thunderbird, and Sunbird. Sunbird has been dropped as a standalone application (even though there are cases where its intended replacement, the Lightning add-on for Thunderbird, is not really suitable), and although Thunderbird is still being maintained and developed to some level, Mozilla dropped support for it quite some time ago. Given that XUL is now being officially deprecated on top of those facts, some might say that that ambitious idea didn't pan out all that well.
