As to "Are these variations localized to the GPC or are the consistent across PCORI?" I gather we're expected to align with the PCORI data standardization task force<http://pcornet.org/task-forces/data-standards-security-and-network-infrastructure/>, in due course.
But so far, that task force hasn't started, and my impression is that GPC is in a leading position in this area. If I recall correctly, as Russ was reporting from the PCORI kick-off meeting, Jim C. asked Russ, "so are you saying that we're likely to be in a position to steer the ship?" and Russ answered yes. As to NPI, I'll be very surprised if the requirements from ALS/breast cancer/obsesity go anywhere near it. In HERON, after 3 years, we are only just starting to deal with the provider/observer dimension. I expect we will make considerable use of coded billing dianoses. The "Diagnoses: instance w/related facts" slide (12) shows UHC billing diagnoses, for example. But in HERON, and I expect in most i2b2 installations, clinic billing diagnoses are mainstay. As to OMB and HL7 codes, I don't know.
