Comment:

 Trac shows Campbell as the owner, but the Sep 16 notes
 (ticket:12#comment:33) don't even show him in attendance. I suppose he
 became owner because he's the default owner for the data-stds component.
 The closest thing I can see to an explanation of this issue is:

   Worth defining within GPC so that our “within the same financial
 encounter” functionality in i2b2 works appropriately across the network

 but that doesn't say what qualifies as "appropriately" (or not). Nor does
 it explain why we need such a definition; i.e. what we can't do without
 it.

 Closing as invalid until somebody takes the ball or explains why we need
 this.
