Russ tells me we now have a signed [wiki:GovernanceMaterials#ECA ECA] for
this prep-to-research work, so I'm re-opening this and expanding it to the
task of getting all the prep-to-research info from sites to PCORI. I
gather you're coordinating this, in coordination with Brittany.
