Good Question. http://seer.cancer.gov/icd-o-3/ has a bunch and my first thought was to build it from there. But it only has 722 distinct values vs MORPH3 having 1033. They actually both have slightly different coverage with the icd-o-3 file missing 23 codes and morph3 missing 32 in my data. Not sure what coverage others are getting.

There were two issues, one was simply updating our terminology to make sure all the terms appeared. The second was that 8523/2 was not in the MORPH3 table. Once I added it, it showed up in the terminology. It might be time to update all the supporting tables for the NAACCR code so that new morphology types show up.
