#629: KUMC network connectivity issue - test spoke to SNOW SHRINE test hub

KUMC implemented their test spoke against the SNOW SHRINE prod hub since
it was on version 1.20.1. Now that 10/11 sites have SHRINE implemented on
1.20.1, we'll be upgrading the test hub so that both hubs are running on
version 1.20.1. We need to make sure the KUMC test spoke has network
connectivity to the SNOW SHRINE test hub on port 6443. This is broken as
of 8/10/2017.
