I suspect that when the co-operative was formed electronic records were
nowhere in sight, so no 'rules' about this sort of thing were ever
considered. Further, I suspect that because all the doctors own a share
of the business it becomes difficult to force anything on anyone, unless
it was agreed at the outset.
The other issue is that adoption has grown slowly, with the interested
majority using the system, and the minority diminishing to just one over
time.
Or maybe they are just being compassionate human beings and don't want
to be seen to be ganging up on him.
