I think the honest (but somewhat painful) answers are yes, but only with
some additional effort and yes, to a degree, unless there is an
ICPC-to-SCT mapping, but ICPC is a classification, and SCT is a
terminology, so such a mapping is not always possible. But you only need
worry about this if NeHTA negotiates a satisfactory all-of-Oz license
for SNOMED CT. Like what the Americans have. But not like what the Brits
have, where you have to apply to some central NHS authority beseeching
them for a sub-license etc etc.
