This is not unexpected - they have been backpedalling for some time.
This will give commercial vendors of data an edge. The biggest player here is potentially IPN with their centralized records, though obviously they would have to be careful of privacy issues. I would be surprised if HCN has not been working on a way of capturing their corporate doctors' data and leveraging it. Govt have abandoned the standards arena and interoperability is the enemy of the commercial players. Unfortunately Govt is not willing to make the leap of faith that connectivity will bring benefits. There is no direct evidence that it will, but it seems intuitively likely. They have not invested much by world standards in IT and arguably have achieved reasonable returns. They could have done much better with a more unified strategy and a more intelligent approach to standards and IP issues.
