No. It all depends on how you have configured it. IN out-of-the-box configuration mode youcan do as follows: 1.) click on the RSS icon 2.) select "Subscribe to the NEHTA RSS" form the popup menu 3.) in the bookmark dialog that pops up, if it does not show your "Personal Toolbar", click on the small triangular icon *besides* (outer right one) the "Create in" combo box to display all options, and then select "Personal Toolbar".
